Project: AFREA website - design and rebuild with requested functionality

Company Background: The AFREA is a not-for-profit organization in the province of Alberta representing Rural Electrification Associations (REAs), which are also known as rural power distribution co-ops. The AFREA is not in the business of providing power services, but in the business of promoting, advocating, and educating others on what rural electrification associations were, are, and will be. Historically, the AFREA has been around for over 70 years, but was incorporated just over 50 years ago. Many of our member associations celebrate 65+ years. So, we are cooperatives that have been around for some time and have been a foundational cornerstone of agriculture.

Current Website: In 2009, the current AFREA website was published. To date, it has more than outlived its functionality. We want to give it a much-needed facelift to incorporate some of the old website features in new and exciting ways. The needs of our website are twofold: 1. a public external information website, and 2. a private internal site with user logins. In the internal area, we require levels of permissions so that users have assigned access to areas of information only pertinent to them.

Scope of Work: Rebuild the complete AFREA site from ground up including the functions listed below. No hosting services are requested as the site will be transferred and hosted by Streamline IT. Most of the content posted on the current site has been copied and saved off the website and will be reused as needed.


  • The platform used must be content management / user friendly as posting, content changes, and additions to the site going forward will be administered by AFREA staff. It must be WYSIWYG not based on having to know code except for in the background build as necessary.
  • Main external site with the usual Home, Who We Are, Contact Us, and miscellaneous pages TBD.
  • Private login to internal passworded member-only site.
  • AFREA Staff access for all levels of site administration and content management.
  • AFREA Board of Directors access for documents posted for board meetings.
  • AFREA member associations (REAs) access for content assigned to them – a “library” of templates, manuals, policies, information, and other documents, etc. 
  • Ability to post written content, videos, and images.

Based on the above information and by previewing the AFREA site proposals for design rebuild will be accepted until April 30th, 2023.* Meeting interviews will be granted to 3 website designers to review further details and discuss timelines. Please submit your proposals to Al Nagel, CEO, at with cc to Linda Pedley, Business Management Coordinator, at Estimated date for completion of project – August 31st, 2023.

The meeting mentioned above will provide opportunity for the selected designers to adjust or reconsider areas of the proposal that may change based on further discussion and confirmation of our website needs. At this time, we will be reviewing proposals already received and will contact 3 designers (as stated above) to meet and discuss further.
